State of California CHAMP/CAA Training

Brief Description
In July 2001, the California State Department of Health Services (DHS) awarded NHF a two-year contract to provide the CHAMP/CAA training in Los Angeles, Orange, Riverside, San Bernardino, Santa Barbara and Ventura Counties. The annual funding amount of $99,000 was supplemented with a $5,000 grant from Kaiser Foundation Health Plan, Inc. to print CHAMP manuals and other course materials. Due to California’s state budget deficit, DHS suspended the contract in March 2003. This day and a half training provided certification for individuals who wanted to become Certified Application Assistants (CAAs). CAAs were eligible to receive a $50 application assistance fee when they successfully enrolled a child in Medi-Cal or Healthy Families. CAA involvement in enrolling children in Medi-Cal and Healthy Families was instrumental in increasing the number of children enrolled in the programs as statistics show that over 60% of children were enrolled with the help of CAAs.Over the approximate two-year period, NHF provided 81 trainings and certified 1,149 individuals.
